After rule 52 of the original rules, the following rule 52A. It has been added:- “52a. Purchase or public works plan should be prepared: (1) When purchasing goods amounting to more than one lakh rupees allocated under any one budget sub-heading in a financial year or when carrying out public works or taking intellectual or professional consultancy services. An action plan should be made. Such purchase or construction work plan should generally mention the time period of the following subjects:-
(a) Preparation of specifications for procurement of goods,
(b) To prepare the basis for evaluation of bids or bids or invitations for proposals,
(c) To prepare and call for documents related to bids or bids or invitations for proposals,
(d) Quotations or bids or invitations for proposals to be evaluated,
(e) Approving bids or bids or invitations for proposals,
(f) Contracting,
(g) Commencement of work,
(h) Completing the work,

2) The work plan prepared as per sub-rule (1) shall be published and a copy shall be sent to the concerned body.”
